Cognitive development theory posits that individuals advance through different stages. One example of how this knowledge can be applied in social work is when working with children. Social workers need to have a good understanding of child cognitive development to recognize normative patterns of development and be alert to issues of concern. They can recognize patterns of overall development and be able to detect when a child’s development may be delayed or developmental milestones are missed. This knowledge is key to promoting the well-being of children and is also a vital component of family support, assessment, and planning interventions.

Cognitive theory is also highly applicable in working with adolescents and adults. The theory posits that thinking, not emotion, should be the focus of intervention, and assumes that people have the potential to correct irrational or distorted beliefs. A social worker can work with a client to determine the cognitive distortions of a situation. For example, a disorder that features cognitive symptoms is anorexia nervosa. An individual refuses to maintain a reasonable body weight because of distorted beliefs about physical appearance and the effects of food on the body. During intervention, the social worker can help a client through techniques directed at both cognitive and behavioral modifications and work to strengthen the client’s sense of self by bringing balance to emotional and cognitive experiences.

Moral Development Theory

Moral development is related to cognitive development in that it proceeds in stages. Through family and environmental influences, children learn the social and moral values of their culture. During childhood and adolescence, the foundations of morality are established. Social workers can be attuned for signs of the different stages of cognitive and moral development to assist clients with personal dilemmas and help them achieve happier, more fulfilling lives.

Effective training techniques and programs, especially in regards to public safety, often need special or alternative funding. As states, counties, and cities undergo budget reductions, what are the available options for maintaining funds for training? What impact do these options present with regard to public safety? Based upon this week’s assigned readings, compare and contrast two (2) alternate means for funding law enforcement training. Police Departments from all over submit there budget. The way these cites come up with the money is different to. Take for example Middletown. In 2009, the department’s piece of the general fund pie was roughly $11.3 million and that number did not change as the city carved close to $900,000 from its budget this year to deal with the recession

Law Enforcements offices are supported by the administrative body that approved their creation, for example, city, area, and state governments. (Cash from fines help finance the administrative body. They also receive funding through state and federal grants, especially for particular projects like  ” drink,drive/go-to-jail, or click-it-or-ticket. These sorts of grants fund the need for extra officers and/or additional time expected to do these activities.

It was President Clinton who created a project called “100,000 cops on the street” and it was suppose to provide  additional funding for 100,000 police officers for a period of time. This program was more of a burden then anything else.  Police departments can use seized money for property if the state law permits.

In a difficult economic environment, officer training may be deemed as an extra in the department’s budget. Grant funding becomes a critical means to fulfill training needs (Schlegel,  2010).

Federal law and regulations have come up with several means that support the training and development of employees. Organizations are encouraged to support employee self-development and learning. There are several examples of flexibilities in the Federal training law and regulation such as providing academic degree training. There are several options for  maintaining funds for training  which includes  paying for membership in professional organizations, continued  service agreements  to protect the government’s interest ,sharing the costs  of training and education  with employee and also paying  costs of training  and education in advance.

There are various programs that are used for funding law enforcement training which include tuition assistance programs, targeted career training and professional development. The targeted career training is normally used to offer effective and consistent training. The training combines formal coursework with rotations. The training is based on defined competencies and also provide leadership, professional as well as technical training. Professional development leadership program is designed to offer technical and general knowledge and experience to career employees. This program consists of formal coursework and assignments for job training (Gasskov, and Bureau international du travail, 2000).

There are various limitations that are normally placed on departments by the funding agency which are as follows: the funding agencies stipulates that certain departments cannot use funds from an agency  for certain activities  and hence the agencies  introduced new  regulations  that apply funds  from all sources  federal and private agency funds. The federal agencies prohibit participation of organizing activities such as training for or encouraging labor activities and hence this limits some departments. Many sources of funding go untapped since dedicated individuals do not know about them neither do they know how to apply for those funds that are purposefully earmarked for programs they could use.
