Ten Principles M week 4 Discussion 1

In reviewing the text, the author identifies Ten Principles of the Community-Oriented Policing Chief. Select four of the principles, in rank order, that you deem to be most important for the Chief’s success. Provide your opinion as to why these principles are most important.  Does the importance of these selected principles change over time based on the established implementation of community-oriented policing?

The first principle of importance for a police chief to me is leadership. A good leader has values of everybody in mind, not only their own. “The chief must be able to articulate truthfully where the community is, where it needs to go, and why the components and structural reorganization of community-oriented policing are necessary to achieve these goals.” (Oliver, 2008. Pg. 277) A great leader doesn’t have to talk about great news. It is important that they tell the community the good and the bad. Shielding the community is not going to make a problem going away, but a good leader will get everybody on the same page a set a goal that everybody can work towards together.

I think the second most important principle is commitment. When somebody is committed, they won’t give up when times are hard. If a leader of a group gives up, the group has no place to look to for help and guidance.

The third most important principle to me for a police chief is the wiliness to change. As society changes, new measures need to be taken which calls for change. They must be willing and able to adapt to change, as well as knowing the best route to the change that needs to be made.

The fourth most important principle would have to be power sharing. Like I have stated before, the community sees and knows things that officers do not. I think that the input from community members helps the police chief to make decisions that give the community trust in the system.

3 page paper due sunday noon

Review the briefing report titled “Federal Protective Service: Actions needed to resolve delays and inadequate oversight issues with FPS’s risk assessment and management program” located at http://www.gao.gov/new.items/d11705r.pdf. Most of the changes that have taken place within the Federal Protective Service (FPS) have been reactive as a result of specific events such as the Oklahoma City bombing and terrorist events of September 11, 2001. This insinuates that there could be other potential threats that are being ignored because they have yet to be exploited.

Write a three (3) page paper in which you:

  • Evaluate the security measures taken by the FPS and determine if the measures are comprehensive enough, given any potential threats not mentioned in the report.
  • Compare the security measures provided by the FPS to those of a commercial building with which you are familiar.
  • Describe the weaknesses that still exist within the protocols defined by the FPS.
  • Describe the security measures that you see at your nearest federal building as well as the security measures that you believe may not be obvious to other observers.
  • Use at least two (2) quality resources in this assignment including the suggested FPS Website. Note: Wikipedia and similar Websites do not qualify as quality resources.

Your assignment must follow these formatting requirements:

  • Be typed, double spaced, using Times New Roman font (size 12), with one-inch margins on all sides; references must follow APA or school-specific format.
  • Include a cover page containing the title of the assignment, the student’s name, the professor’s name, the course title, and the date. The cover page and the reference page are not included in the required page length.

TAX STRATEGY PROBLEM

I:15-61 Your client, Home Products Universal (HPU),
distributes home improvement products to independent retailers throughout the
country. Its management wants to explore the possibility of opening its own home
improvement centers. Accordingly, it commissions a consulting firm to conduct a
feasibility study, which ultimately persuades HPU to expand into retail sales.
The consulting firm bills HPU $150,000, which HPU deducts on its current year
tax return. The IRS disputes the deduction, contending that, because the cost
relates to entering a new business, it should be capitalized. HPU’s management,
on the other hand, firmly believes that, because the cost relates to expanding
HPU’s existing business, it should be deducted. In contemplating legal action
against the IRS, HPU’s management considers the state of judicial precedent: The
federal court for HPU’s district has ruled that the cost of expanding from
distribution into retail sales should be capitalized. The appellate court for
HPU’s circuit has stated in dictum that, although in some circumstances
switching from product distribution to product sales entails entering a new
trade or business, improving customer access to one’s existing products
generally does not. The

Federal Circuit Court has ruled that wholesale distribution
and retail sales, even of the same product, constitute distinct businesses. In a
case involving a taxpayer from another circuit, the Tax Court has ruled that
such costs invariably should be capitalized. HPU’s Chief Financial Officer
approaches you with the question, “In which judicial forum should HPU file a
lawsuit against the IRS: (1) U.S. district court, (2) the Tax Court, or (3) the
U.S. Court of Federal Claims?” What do you tell her?

Case Study 75: The Voice of America

The white rapper Eminem, the blue-eyed, backward-capped, genius of rhyme, has sold millions of CDs, appeared in films, and runs a successful recording company. If “he didn’t care,” as the lyrics suggest, at least he works hard at it. Rolling Stone lauds his work ethic, calling him “the Voice of America,” the “original gangsta,” all “hip-hop swagger and hard-rock self-loathing.”2

If Eminem is America’s voice, we live in a country of angry young adults, disillusioned by whatever, delighted to “dis” any cultural zone once recognized as prima facie worthy of respect, from family relationships to the president. Religion is in the “post-dis” zone—not even on the screen. At the same time, Eminem cannot be cornered; he resists stereotypes. If he hates his mother, he loves his daughter. As he projects the image of the “entertainer you love to hate,” he remains popular. Although antiestablishment, he is the center of a multimillion-dollar business.

American entertainment has always celebrated the performer on the fringe, from Elvis Presley’s hips to George Carlin’s “seven dirty words.” Yet Eminem’s robust popularity has created a new and different class of star: young, caustic, and platinum rich. Eminem sings youth’s disconnect from social values, an inner anger that seeks a cause, but absent a cause, anger that protests anyhow.

Eminem’s high-charged “own zone” may be redefining America and the West. When those schooled by his music come of age, what will they believe? How will they live? Toward what will they aim?
