The Transition to Community Policing

Identify and explain three differences between traditional and community policing philosophies.

Traditional and community policing are both great philosophies they both work well. One difference between the two is that community police is just that they deal more with the community where as traditional policing deals with the crimes in the area. A second major difference is that traditional police won’t respond unless there is a real crime that is being committed. The community police respond regardless to try and keep the peace. Another difference is that community police want to get the community involved to see if they have ideas on how to better fight crime whereas the traditional police don’t take input from the community they are more fact based decision makers.

What historical perspectives have influenced the transition from traditional policing to community policing within many departments across the country?

I would have to say that 9/11 had a big factor on this. I would say that it helped make the jump because with community police they ae seen as almost “feelers” for the community they are in the area and are more involved with the community so they may know of something happening before it happens and that is a huge help.

Demographic transition is the process in which a nation transitions from being a less industrialized society, with high birth and death rates, to an industrialized nation, with lower birth and death rates. Many countries have already been through this transition including the United States, England, and Canada.

The demographic transition to an industrialized society is detrimental for the environment because industrialized societies tend to use up nonrenewable resources and give off pollution. Industrialized nations have the largest ecological and carbon footprint relative to developing or nonindustrialized countries. Fortunately, there are some benefits to the process of demographic transition, including lower birth and death rates. Essentially, people in industrialized countries have fewer children and this in turn helps control the overall population size.

Demographic transition involves the following five stages:

Stage 1 High birth rate, high death rate, low population size
Stage 2

High birth rate, decreasing death rate, increasing population size

Stage 3 Decreasing birth rate, decreasing death rate, increasing population size
Stage 4 Low birth rate, low death rate, high population size
Stage 5 Low birth rate, low death rate, population size decreasing

It should be noted that stage 5 is controversial, and it is sometimes not considered to be a stage. This is partially because so few countries are at this stage.

Case 22: 

Dead Body Photo

John Harte was the only photographer working on Sunday, July 28, at the BakersfieldCalifornian. After some routine assignments, he heard on the police scanner about a drowning at a lake twenty-five miles northeast of Bakersfield. When he arrived on the scene, divers were still searching for the body of five-year-old Edward Romero, who had drowned while swimming with his brothers.

The divers finally brought up the dead boy, and the sheriff kept onlookers at bay while the family and officials gathered around the open body bag. The television crew did not film that moment, but Harte ducked under the sheriff’s arms and shot eight quick frames with his motor-driven camera.

Readers bombarded the 80,000-circulation daily with 400 phone calls, 500 letters, and 80 cancellations. The Californian even received a bomb threat, forcing evacuation of the building for ninety minutes.

Distraught by the intensity of the reaction, Bentley sent around a newsroom memo admitting that “a serious error of editorial judgment was made. . . . We make mistakes—and this clearly was a big one.” He concluded that their most important lesson was “the stark validation of what readers—and former readers—are saying not just locally but across the country: that the news media are seriously out of touch with their audiences.”

For photographer John Harte, Bentley’s contrition was “disappointing to me and many of my coworkers.” And editorial page editor, Ed Clendaniel, of the Walla Walla(Washington) Union Bulletin was not apologetic either about running it in his paper, even though it was out of context. “First, the foremost duty of any paper is to report the news,” he argued. “One of the hard facts of life is that the world is filled with tragic moments as well as happy moments. . . . Second, we believe the photograph does more to promote water safety than 10,000 words could ever hope to accomplish.”

Later Bentley entered Harte’s photo in the Pulitzer Prize competition. “I really don’t see any contradiction,” he explained. “I think the photograph should never have been published. . . . But the Pulitzer Prize is given for journalistic and technical excellence. It is not given for reader approval.”

Virtual Teams 

 The advances in networking communications technologies and the expansion of the global economy 

have significantly changed both teams and the nature of work at the enterprise. Organizations have 

become more distributed cross-geography and across industries. Relationships between stakeholders 

inside the organization and those previously considered outside (customers, supplies, communities) are 

becoming more important. Organizations have discovered the value of collaborative work and forced to 

change work processes. Today, there is a new kind of work group “virtual team” made up of people who 

communicate electronic via several modes (GoToMeeting, social media, etc.). Its members may hardly 

ever see each other in person. In fact, they never meet at all, except in cyberspace.
