According to the U.S. Department of Homeland Security (2008), strategic preparedness is very useful in disaster prevention and mitigation (p. 10). To effectively employ disaster preparedness tactics, strategic preparedness cycle is used. This involves the following steps. First is the planning step. This step includes analyzing the various threats that society has faced in the past as well as any other disaster that may strike in the future. Plans are laid down on how to prevent such an occurrence as well how to deal with such disasters just in case they happen. FEMA (2008) states that planning involves allocating rescue and security teams, and other resources that may be needed in such situations (p. 422). The second step involves organizing teams and setting necessary equipment to create a synergy of the rescue team. Haddow, Bullock, and Coppola (2014) notes that training helps the rescue teams as well as the people in effectively responding to disasters with confidence and without panic (p. 32). Exercise makes the training practical and hence making people sure of the results of their actions as well testing their plans. Finally, the whole plan is evaluated to measure its effectiveness, and any shortcomings are worked on. Planning is essential as it forms the foundation for all other steps. ( 200 words).
