Budgeting in a Police Organization

Would you consider buying used cars for non emergency vehicles, such as those who serve papers, investigations etc…?  Obviously you want your first responder in the best equipment, but would you consider buying used over leasing?  Leasing may be very difficult since there can be high miles and difficult use.  Would you agree?

As a follow up, what area or concern may arise with lethargy?  We talk about training and ideas, but with that said, at some point officers hit the end of the road.  Would you tend to agree with this?
