Based on the textbook and reading assignment, “Changing Organizational Culture to Adapt to a Community Policing Philosophy,” what are two issues encountered while transitioning an organization to a community policing philosophy? What barriers impede the effectiveness of Total Quality Management (TQM) in the process of improving organizational structure that can best facilitate community policing? How do “traditional” policing attitudes improve or impede organizational change?

What barriers impede the effectiveness of Total Quality Management (TQM) in the process of improving organizational structure that can best facilitate community policing? How do “traditional” policing attitudes improve or impede organizational change?

One barrier when transitioning into a community policing philosophy is getting the officers to enthusiastically embrace the philosophy. Often times, agencies find that majority of the officers still practice traditional policing instead of making the changes necessary to adapt to community policing (Hafner, 2003.) Other agencies have a problem connecting to the community, because the community thought the officers harassed members of the community instead of helping them. This obviously makes the transition much harder, as officers must have the community on their side in order to make a complete transition.

Many things change when transitioning to community policing such as mission statements, organizational structure, and management style (Oliver, 2008.) From a website I found when looking further into the subject states many barriers that impede the effectiveness of TQM. Poor planning is another issue that will harm the effectiveness of TQM. When planning isn’t done right the first time and fails, many people will give up and not do what it takes to conduct better planning.

When people get into comfort zones, they do not see a need for change. Usually, change consists of breaking habits, learning new rules, and putting energy into something they do not know anything about. I feel as if this impedes on the transition from traditional policing to organizational change.
